Bianca Shoneman

Bianca Shoneman has more than 20 years of experience in economic development, business recruitment, community development, infrastructure investment, and public-private partnerships across North Carolina. At Invest Greenville, Bianca leads business recruitment efforts and special projects to attract new investment, support business growth, and advance economic development opportunities throughout Greenville-Pitt County. Most recently, she served as Vice President of Community Development at the NC East Alliance, where she supported business recruitment, infrastructure development, workforce initiatives, and community competitiveness across a 29-county region. Bianca previously spent seven years as President and CEO of Uptown Greenville, where she led downtown business recruitment, redevelopment, marketing, and economic growth. During her tenure, she helped facilitate approximately 900,000 square feet of development, supported the creation of more than 600 jobs, and helped recruit more than 60 businesses to downtown Greenville. She also served as CEO of the Cool Spring Downtown District in Fayetteville and has held roles with the North Carolina Department of Commerce, City of Washington, and The Duke Endowment’s Beaufort County Program for the Rural Carolinas. Earlier in her career, she served as a Peace Corps Volunteer in rural El Salvador. Bianca earned a master’s degree in Geography with a concentration in Rural Economic Development and a bachelor’s degree in Rehabilitation Services from East Carolina University. She has also completed professional development programs through the UNC School of Government, the Rural Economic Development Institute, and Duke University. Her work has been recognized by the International Downtown Association, National Association of Development Organizations, and East Carolina University. Outside of work, Bianca enjoys perfecting her pesto recipe and spending time with her family. She has two children, a dog, a cat, and a 90-gallon freshwater aquarium that includes a blue lobster and several fantail goldfish.
